Analysis of Old exam system indicated that:
They were primarily used to make decisions with regard to promotion and relegation.
Results were not comparable across the districts.
They did not adequately represent the curriculum (lacked content validity).
Not appropriate for the range of student ability.
They used incorrect (arbitrary) marking scales.
No central data base of results existed.
You can download the detail analysis report for the year 2006 here.

What is the aim of the new system? Top
The new examination system will serve as a database to provide advice to a wide variety of stakeholders within the education sector. It will provide advice to the Minister, district superintendents, curriculum developers, schools, parents and students. More specifically its objectives include:
To elaborate what students at different levels of ability know, can do, and understand (use criterion referenced approach in conjunction with norm referenced approach)
To audit the officially prescribed school curriculum
To improve teaching and learning
To monitor equity of student outcomes
To monitor provincial education progress
To monitor school performance and progress
To monitor student progress over time
To monitor the efficiency of service delivery
To monitor the effectiveness of service delivery
To facilitate national and international comparison of student achievements
To select students to promote to the next class
To facilitate judgment about the quality of examination papers and the examination process (construct validity, reliability, item discrimination, match between paper difficulty and cohort ability
Detail analysis report for the year of 2006 download available here.

Who sets the Examination Papers and what format do they follow? Top
A committee comprising of subject specialists, teachers, Punjab Text Book Board officials and university members has been appointed and given the responsibility of setting examination papers under the coordination of the Operations Manager of PEC.
The paper setting procedure is further divided in three steps. The first step involves the development of a Subject design matrix to specify the content and question difficulty level. The second stage is to prepare a trial/mock examination that is tested using approximately 2000 students. Finally, the annual examination paper is prepared along with a similar ‘model paper’ for the schools’ aid.
For grade 5 each exam paper is 1 hour long and consists of some multiple choice questions and some open response questions.
Mathematics Design Matrix Year 2006 can be downloaded  here.
Mathematics Exam paper Year 2006 is available here.

What is the grading criterion? Top
While we do provide a “mark” for students, we also try and give greater meaning to this mark. The traditional mark system is what is technically referred to as a “norm referenced” system that gives us a mark and a rank for each student but tells us very little about the outcome the student has acquired.

The new system of analysis attempts to link outcomes to groups of students and is known as a “criterion referenced” system.
The approach taken is known as Rash Modeling, and we use Quest software to perform the analysis by entering student responses into an electronic database. Analysis Presentation Lahore can be viewed here.

We understand that PEC is introducing a new conceptual framework to support the design of examination papers and the design of marking schemes for the open-ended questions. Top
Yes, this is so. Traditionally, test developers have used Bloom’s Taxonomy to encourage the use of questions of different difficulty. While Bloom has served us well and will continue to do so, there is some literature now available that suggests it does not describe student’s cognitive growth. (For example see Hattie article in the links below). If we ask “knowledge” or an “evaluation” question (Bloom’s terms) we can still expect a variety of qualities of responses from a cohort of students. In an attempt to classify these response qualities and the make explicit the differences between them we have introduced a conceptual framework that has grown out of the work of Piaget, and was developed by Biggs and Collis in 1982 known as the SOLO (Structure of Observed Learning Outcomes). This conceptual framework has undergone considerable development since 1982, but thus far we are applying the relatively simple original version A Theoretical Framework download from here and also can find some other details from here. References Biggs, J. and Collis, K. 1982. Structure of Observed Learning Outcomes. Academic Press.

How the grades of A, B, C, D and E determined? Top
We calculate the mean and standard deviation of all the students. We then take a band, 1 standard deviation wide about the mean and students lying in this band are awarded a grade C. A Band one standard deviation wide above the grade C band is the Grade B band. Students above grade B are awarded grade A. In a similar manner, students below Grade C are awarded grades D and E. For detail view of Subject Variable Map downloads from here.

Why do you use transformed scores rather than raw scores? Top
There two level at which we can respond to this question. The first is a highly technical. The Rash model converts raw scores, which are an ordinal scale, to an interval level scale using logits as a unit of measurement of student ability and question difficulty. Initially these scores are located on a scale with a mean near 0 and range of approximately +4 to –4. To make the scores more meaningful to the non-statisticians amongst us, we use the Quest software to convert the logit scale to a range of zero to 50. This transformation retains the essential psychometric properties of the original logit scale, and the mean and standard deviation will depend on the original mean and standard deviation. Details can be downloads from here.

What will the student reports look like, and will they include competency statements? Top
The student reports will contain personal details of the students, subject marks and grades. In the near future, the outcomes that the grades represent will be on the report as well. Details can be downloads from here.

Who can get information from the PEC and how do they go about getting that data? Top
A policy on this matter is being developed. This is not a straight forward matter as there are issues of confidentiality involved.
However there are a set of standard reports being developed that will automatically be provided to students and parents, schools, district offices and specialist units within the Ministry of Education

How can my organization learn more about. Does PEC provide training for appropriate organizations? Top
PEC in association with DSD (Directorate of Staff Development) is developing sets of training materials. Currently, we have some materials developed and a few resource persons trained in their delivery. Our major focus is on the training of appropriate school principals to interpret the data from the examinations and to develop School Improvement Plan to address issues that appear from that analysis.

Data Analysis Reports of Examination
PEC generates a provincial report about the students’ achievement level. In this report the overall achievement of the districts in the subject, gender groups, location, medium of instruction and school sector is compared. National Curriculum with Students Learning Outcomes (SLO's)
If a nation has one curriculum for all the provinces or states that is called National Curriculum. This is a document which explains the standards of a subject knowledge derived from national educational goals. In order to achieve the same educational standards throughout the country, benchmarks for each class and students’ learning outcomes are designed. Advice for Teachers
PEC prepares guidelines for teachers based on students’ test’s data. Students’ responses are analyzed and criticized from different angles to understand student’s level of learning. This kind of criticism provides an option to teacher to not only think over what are the weaknesses and strengths of the students in the same content area but also familiarizes them with the students’ level of knowledge and skills. This helps and guides teachers to use better teaching and learning strategies to improve the students’ learning level.

Computerized Answer Sheets
It is a paper sheet used by the students to mark the correct option of the multiple choice question (MCQs). Students read the MCQs from the question paper and then mark the correct option given on this separate sheet. Below the MCQ part scorer, teacher marks the scores of each constructed response question. This sheet is scanned and data is used for preparation of subject results of each students.

What We Do

Wednesday, 19 March 2014
PEC functions in an organized and strategic manner that begins with the registration for exams and ends at formulation of district wise analytical exam reports.

Registration
PEC does not register any student in any case. Registration is done only by district education departments. Generally, registration starts after the summer vacations and all candidates can get registered through prescribed forms available at education offices in their respective districts or can be downloaded here.
Registration is free of cost. All districts register their students by using PEC Registration Software.

Roll Number Slips
After issuing roll numbers, PEC sends the data to the respective districts for further verification. Once verified, PEC issues the final roll number slips to each district which are then delivered to schools and private candidates.

Conduct & Scoring
Administration of the tests is the responsibility of the Executive District Office (Education). They allocate examination centers for nearby schools or students, select supervisory staff, monitoring staff, examiners for scoring and head examiners for monitoring the scoring process. The scoring centers for each subject at tehsil level are also decided by the district. Examination of grade V and VIII are conducted in 1st and 2nd weeks of February every year respectively.

Preparation of Results
After scoring the papers, districts supply scoring sheets of all the students of all subjects to PEC. The scoring sheets consist of multiple choice questions marked by students and open ended questions marked by the examiners. The results are prepared through scanned images of the scoring sheets. PEC prepares results within six weeks and delivers the result gazettes reflecting total score of each student to the districts on 30th March every year. The districts announce the result on the 31st of March. The result can be checked on PEC website as well.
Later on the result reports are published. PEC delivers the results reports to districts for distribution to the students. The errors and complaints against result, name, date of birth etc are settled down through District Education Offices.

Reports
Punjab Examination Commission generates reports based on the data arising from the exam for grade V and VIII in the Punjab. The report is mainly concerned with overall achievement of students at district and provincial level and a comparison of mean level of student’s performance between districts, tehsiles, schools location, and gender and school sector. The item analysis reports are also generated to provide guidelines to the teachers for improving students learning. The reports can be seen on PEC website. The district wise detail analysis is also available at PEC for districts use.

Punjab Education Commission Background

PEC Background

Before the establishment of PEC, examinations were organized by the Director Public Instructions (DPI) that provided guidelines along with Model Question Papers for Grade–V and Grade-VIII.

The Executive District officers of Education were required to develop the question papers according to the pattern of model papers and further arrange examinations for grade V and VIII in accordance to the guidelines given by the Directorate. However, the schedule for the examinations along with activity plan was provided by the Directorate of Public Instruction (EE), Punjab.

The sample analysis of the examinations conducted in the districts depicted the following results:
Overall quality of papers varied substantially.

Question papers didn’t represent the curriculum.
Some areas needed improvement, such as paper setting, marking schemes and consistency of the question difficulty with the children’s knowledge.

Since each district was creating its own paper, examination results couldn’t be compared among districts. The district and school comparisons of results would have become possible only if all students were responding to identical examination papers.

In Dec 2005, a need for the establishment of an autonomous body was felt for the assessment of students’ learning achievement in the province. This idea was given the shape of reality with the approval of the Governor for the establishment of “Punjab Examination Commission” as an autonomous body on 16th January, 2006 with a challenging task to establish new setup and to organize Grade-V Examination to be held the same year.

Dr.Ken Vine and Dr.Ted Redden with the collaboration of UNICEF organized training of paper setters. A team of Master-Trainers was further developed to provide training to the field staff.

Uniform question papers in each subject were developed for assessing the learning achievements of the students across the province and to have the comparison of student abilities on the basis of standard and uniform yard-stick.

Today, PEC arranges training courses on the methodology of the new system of examinations for subject specialists, teachers, paper developers, examiners and paper markers.

Master trainers have been trained by PEC to train head teachers in all the districts. The head teachers are then required to share their knowledge with their fellow teachers.

PEC is providing the Government with judicious comments on the quality of the curriculum and the teachers training program by making it more effective and realistic.
